HIPS blocks Explorer.exe even though…

  1. HIPS is in Training Mode
  2. Explorer.exe is rated as Trusted
  3. The first time HIPS blocked Explorer.exe, I created a rule to unblock it for all components, but HIPS later blocked it again!
  4. The default HIPS rules should whitelist Windows programs like Explorer.exe
