2: start torrent client
3: waiting for about 30000 connections
4: start pinging other machine or router

Disable Firewall not solve this problem.
In the network adapter settings, uncheck COMODO Internet Security Firewall Driver or Uninstall CIS solve this problem, no more packet loss.

In Scan Exclusions added two drive, and in Firewall - Global Rules opened one port for active connections.
