What is Roatr? Is that a website?

The ICMP message you are getting from ISP’s DNS servers does not make immediate sense to me. May be the DNS server is not properly configured. I would not try to see much in it. Contact your ISP and notify them of this event.

When still uncomfortable use other DNS servers. There are plenty to choose from: Open DNS, Comodo Secure DNS, Norton DNS, Google DNS and whatever free public DNS servers I am forgetting

The information you’re seeing is a reply message, it’s generated in response to a request from your computer. More often than not, it means the router that was asked to forward a packet, has been configured to prevent such packets from being forwarded.

From what I can understand, the name server 82.137.243.46 belongs to Sama Net, which is based in Syria. As such, it wouldn’t surprise me if the ISP is actively filtering some requests. Perhaps yuo could try an alternative DNS provider.

If you want to know more, you should run something like Wireshark and try to ascertain more about the packets that are being rejected, i.e. the requests.

Doubtful. There are much better ways to ‘see’ what someone is doing.

It depends which ‘default’ settings you’re using. If you use firewall security, the Global rules only block certain kinds of inbound connections. If you use Internet security or the stealth port settings, it adds a block rule for everything, other than specifically allowed connections.
