Windows inetcpl

Every time I clear Firefox cache and history through Windows Control Panel, Comodo firewall asks me if inetcpl.cpl may change browser settings. However, when I clear them through Firefox’s own Options, it doesn’t.
This is the only time I ever get such a prompt.
Why does it do this?

In the Miscellaneous section of your settings, you will have the box checked to: Show alerts when other software attempts to modify etc . . . . .

As far as CIS / Firewall is concerned, inetcpl.cpl is that other software, whereas Firefox’s own internal functions are not

I am wondering, though, why I’ve never had this from any other program.
I suppose the obvious answer would be that “no other program attempts to modify a browser”.
I run lots of programs.
