Windows Explorer Trying to Connect to Internet

Why would Windows Explorer try to connect to the Internet?

If you use search it will try.

I’m not doing a search. This happens when I double-click an executable file to open it.

There are a variety of reasons why Windows Explorer might ask for Internet access, here are some examples:

If you have active content on the desktop (Active Desktop)
When browsing network folders
If Windows Explorer is configured to view web content
When performing a serach
When accessing Windows help.

And many others.

The first thing I’d do is make sure it’s the genuine Microsoft Windows Exploere.exe that’s attempting this access as there are known rogues that impersonate this executable. if it checks out, i’d simple block it if the firewall, which is something I always do.
