Windows cannot bind to <domain> Domain. AFTER fresh install of CIS

Well ive been having issues trying to figure out my issues with connecting properly with my SBS 2003 DOMAIN SERVER and figured out the problem.

This is a FRESH install of winxp sp2 and installed the updates and only have office 2007 and basic drivers installed same goes with other machines ive tried the same setup… it seems after i get CIS installed and running it slows down the logon to the server significantly and gives me errors in the event logs of the computer

i get

EVENT ID 40961 " THE SERCURITY SYSTEM COULD NOT ESTABLISH A SECURED CONNECTION WITH THE SERVER LDAP/. NO AUTHENTICATION PROTOCOL WAS AVAILABLE"

EVENT ID 40960 " THE SECURITY SYSTEM DETECTED AN ATTEMPTED DOWNGRADE ATTACK FOR SERVER LDAP/. THE FAILURE CODE FROM AUTHENTICATION PROTOCOL KERBEROS WAS " THERE ARE CURRENTLY NO LOGON SERVERS AVAILABLE TO SERVICE THE LOGON REQUEST. (0XC000005E)".

EVENT ID 1006 “WINDOWS CANNOT BIND TO DOMAIN. (LOCAL ERROR). GROUP POLICY PROCESSING ABORTED.”

EVENT ID 1030 “WINDOWS CANNOT QUERY FOR THE LIST OF GROUP POLICY OBJECTS. A MESSAGE THAT DESCRIBES THE REASON FOR THIS WAS PREVIOUSLY LOGGED BY THE POLICY ENGINE.”

when i uninstall CIS i dont get the error messages anymore. Please help i still want to use CIS.
