why does Comodo keep blocking all these connections ?

Because of the firewall setting “Block fragmented IP traffic” and as for the blocked ARP event, CIS blocks gratuitous ARP packets when the setting “enable anti-ARP spoofing” is checked. Whenever you see blocked firewall events for TCP or UDP with the source and destination port is 0, that means its fragmented packets. When the blocked event is ARP with the same IP address for the source and destination address, then its a gratuitous ARP packet.
