Why port 135, 139 and 445 are always open in Windows and how to close it?

Even with third party, these ports are open for me. How do I close them?

Create a set of ports and to block.
Also to disconnect NetBIOS.

Note: Some services won’t be able to work.

Are you using a tool that runs on the computer you are testing or are you testing from another computer?
