Why isn't HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet* protected?

Why isn’t HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet* protected?

I see that among the “Important Keys” there is HKEY_LOCAL_MACHINE\SYSTEM\ControlSet??? but not the CurrentControlSet.

Is there any reason?

CurrentControlSet is just a pointer to one of the other controls sets.
