When Microsoft no longer supports SP2?
It means at least sp2, and that, starting with v3, cis doesn’t install anymore on windows 2000 (shameful, really…).
Microsoft does not support either 95, 98, or 2000, not keeping very numerous software to say they are compatible with them.
