why cant i access a http page?

hello sorry if this is on wrong page new to this forum, im having problems installing a .js script on my friends pc via teamview, i have it installed on several machines all using comodo but on this particular win 7 pc it loads and isntalls the .js to tampermonkey, is enabled, i know the script is fine and his problem is he cannot see my http address for the server, anyone know why? am i missing a setting, we called his isp hes in Texas im UK, they reset IE and now he can get my server page in IE but still not in comodo, please help this is driving me crazy

Try clearing your browsing data.
Menu, Tools.

Also try disabling Do not allow websites to know where you came from (suppress HTTP Referrer header) if you have it enabled.
Menu, Settings, Show advanced settings, Privacy.

If the above fails try disabling malware domain filtering (Comodo Secure DNS) if you have it enabled.
Menu, Settings, Show advanced settings, Privacy.

tried all 3 even uninstalled comodo reinstalled and flushed dns, thanks for trying anything else i can try?
still get page unavailable
