What means "Alert level" for outgoing traffic ?

During installation of Comodo I am asked for the preferred “Alert level”
for outgoing traffic. I left the default setting at “low”.
But what does that mean ?

I expect ALWAYS an alert popup from Comodo when a programs tries to access
the internet and NO rule exists.

So what is the “Alert level” for ?

This alert level will prompt you for any applications making an outbound or inbound connection (regardless of ip, port, protocol, etc)

The higher the alert frenquency level, the more prompts you will receive. This is because CPF will check the cnnection in more detail.
