What is this folder? C:\Program Files\COMODO\COMODO Internet Security\repair
It seems to be created when installing CIS.
Can it safely be deleted?

The repair folder is used when you run the Diagnostics (Miscellaneous) if there is a problem with your installation it uses this folder to repair it.
Also if you have the antivirus part of CIS installed you lose the ablity to repair the bases.cav if the bases.cav in the scanner folder becomes corrupted for any reason.
You can delete it but if there is a problem, your only choice will be to uninstall/reinstall CIS
