I think it would be good if Web Inspector is added in CIS as a Cloud protection i.e if enabled it will protect in the cloud, no local databases, no browser add-on/toolbar. By default enabled & during CIS install you can opt-out.

Problem is that if you use a mobile device, with cloud protection, how will you be protected against infections (USB for example) when you are not connected to the Internet?

I think he means no local database for the web-inspector, however the AV database is still kept.
