can easy vpn be used to wake up a computer such as the wake on lan services? I say this because I would like to do that in case I need to work on a family members computer and they are not home.
No, it cannot. I think you would not find this functionality for VIRTUAL network adapter types 
Wake on LAN services might be applied for physical adapters only, it is how I understand the technologies.
but why can’t they add that feature, I can deliver a wake on lan command to any computer as long as I know it’s IP, subnet and the port. So I don’t see a reason why EVPN would not integrate this into the program.
