I had the same issue in the past (before i switched to Ubuntu) and i gave it 20 minutes and it started working again…another thing could be that if you have a second firewall or another program that is blocking it you might wanna check
After installation CIS needs to download its AV database of approx 88 MB; that can take a while depending on your connection. While downloading the progress indicator will stay at 30 %. Which is confusing.
To see the download progress go to Firewall -->Common Tasks → View Active Connections and look at the traffic of cmdagent.exe.
I recommend process explorer from Sysinternals.
If you launch that, you can see all the processes that are running. including cmdagent.exe
If you select cmdagent.exe and right click and select properties, you get a new window with 8 Tabs.
Choose the Performance TAB and you see 3 graphs.
The I/O bytes graph shows that whilst previously nothing seemed to be happening,
like a duck drifting across a pond,
under the surface it is a duck paddling “like the clappers” as it repeatedly,
for each and every incremental signature,
transfers the entire bases.cav to memory, updates, and writes back to bases.cav,
and repeats for each increment available.
