I’m running the same. I had high hopes that 3.13 would fix it, but it did not. 
CIS is a memory resource hog on startups, AV updates, and shutdowns…It seems if you have less than 1 gig of system memory you could experience poor performance and most certainly if you have 512 meg or less. So I guess nothing will get better until Comodo utilizes memory and priorities better.
I have 2GB of RAM. It’s still a pig.
DB updates are a pain for sure, but but the firewall and D+ are well worth having. Until the AV component becomes better, simply disable it and use one of many freeware available. I was having similar issues and have since removed the AV. It now works like a charm.
