Unable to use control panel icons

I am new to this. I run Windows Xp Home; I upgraded to latest version of Comodo firewalll+antivirus. Now I can not access many features of control panel and I get the error ‘error loading c:\windows\system32\shell32.dll Acess denied’. What do I do now?

On clicking which icon do you get this error message?

By default system32 folder is protected by CIS against manipulation. However, normally all the icons in the Control Panel should be accessible from Control Panel menu.

Could you please check Defence+/Advanced/Computer Security Policy/Explorer.exe/Windows/WinEvent Hooks to see if you have blocked it.
