I’m new to this forum and I’m new to IceDragon as well. I’ve been using this web-browser just for a few hours and I cannot find an answer to this problem.
Tab-bar is not next to the IceDragon button but under it.
Tabs are drawn next to the “IceDragon” button only when the window is maximized.
There is no internal IceDragon option which modifies tab positions in relation to the “IceDragon” button, but there are some Firefox extensions which modify tab functionality and aspect. You could install them and check if any of them has such a feature.

Ha Ha Ha! You're right. It was easy after all. I just maximized the web-browser window and and tabs place automatically next to the IceDragon button.

What the button? Where do you want to put them?
I thought that your problem is that you see the tabs below. And the black background above the tabs.
