System Can't Start After Installing Tortoise SVN ( 4.0.135239.742 X64)

On a fresh system: Installed Time Machine. Installed CIS Pro. Updated Virus Signatures. Ran full system scan. Activated CIS and the CIS guarentee. Immediately after installed TortoiseSVN (http://tortoisesvn.tigris.org/).

First time: the PC would get to the login screen, and all that would be visible is the power button, and the accessibility button. The rest of the screen was black.

Rolled back using Time Machine. Repeated process. This time, the pc would not reach the boot screen.

Rolled back using Time Machine again. Repeated install. Again, the pc would not reach the boot screen.

Rolled back using Time Machine another time. Installed TortoiseSVN first. Installed CIS Pro. Defense+ reports Tortoise as being sandboxed. Removed Tortoise from sandbox. Updated virus signatures. Activated CIS pro and the CIS guarentee.

TortoiseSVN hooks into explorer. So I’m not surprised there are issues at this point. I’m confused as why there are no red flags from CIS that Tortoise is being blocked.
