Currently, application rules can be seen organized beneath their respective application, in a collapsible tree view.

Currently, ruleset rules cannot be seen organized beneath their respective ruleset. There is no collapsible tree view. The user has to open the ruleset to see what rules constitute it.

Bring an expandable/collapsible tree view to the rulesets window.

I added a related wish a while ago - Different indicator for block rules. Not being able to easily distinguish between allow and block rules, is also a problem because all rules are collapsed by default.
