I am curious about how CVE functions.
I have previously installed CVE. Recently I removed it (temporarily) but only as a startup program. I did not uninstall it.
I have noticed the web sites are still being verified by CVE even though the program is no longer being started with Windows.
My browser is IE7.
Is this normal?

Yes, this is normal, because VEngine.exe that you removed from startup menu is the application that check for updates of VE and is responsible for CVE settings.
The functionality of CVE checking is inside the IE plugin that is loaded by IE automatically.
If you want to turn it off you can run IE and open Tools → Manage Add-ons.
