Standalone issues

Ok, so ive installed the standalone edition on my 2.9 mod_sec, apache 2.4, and ubuntu 16.04. Apache is running as www-data.

Now when I installed it, i left the default of nobody as the user, and the default port of 5580. Should the user be www-data? Why is 5580 by default set to only listen on 127.0.0.1? When I actually look at the netstat -lan output, i dont even see anything on 5580 either.
