I think cis schoucld create a list of safe files so that you don’t have to scan every single file.

That doesn’t sound like a good idea…
You’re saying “safe” files are uninfectable?
It does do something similar already if you run the AV in stateful mode. It will not scan a file again if it hasn’t changed. At least until the virus DB is updated, then the file will be scanned again with the new definitions. And of course, the DB can update every thirty minutes.
Norton Insight doesnt scan legitimate files until they are modified by a virus.
