Having altered CD (6.0.0.10, stable) to prompt for cookies, I am being prompted to allow/block this cookie (see screenshot) even when browser is idle. Should this be occuring in CD? Seems to go away when “Enable phishing and malware protection” is disabled.

Yes, why wouldn’t you want anti-phishing/anti-malware protection? Firefox and Chrome make use of the same API.
