Comodo Firewall ONLY installed 5.0.1636521142
Say I have 10 rules listed in Network Security Policy–all ten rules are expanded so a minus (-) sign appears at the far left of the rule’s icon. If I open Network Security Policy and click on the second or third rule name in the list (e.g., C:\Program Files\Internet Explorer\iexplore.exe) and drag it down to a lower position, one of the other rules will disappear. I will now have 9 rules listed. If I select the new second or third rule listed and drag it down to a lower position, another rule will disappear. I now have 8 rules listed. I can continue this and make all rules disappear so that only 2 rules remain on the list.
This only works if you move the second rule or the third rule in the list. When the list gets smaller, sometimes you have to do it a few times before something disappears.
I have not been able to replicate this if the listed rules are condensed–that is, if a plus (+) appears at the far left of the rule’s icon. It only works if the rules are expanded. I also have not been able to replicate this in CIS Firewall Only install of 4.1.150349.920

Look at the video added below. When I add new app in firewall or defence and than try to move it in other position I lost some other rules from conf

This issue appears to me to be the same as one already on file. Accordingly, I will merge them, if that’s OK. You can locate the merged report by follwing the link in the email notification.
If you don’t agree please PM any active mod with your reasons and they will unmerge the issue.
I was organizing my file groups (in the File Groups window) and made an unintentional click, dragging a file group into another.
What actually happened or you actually saw:
The red-insert-line appears (the red line with the arrow), and upon release, the group below the one being moved disappeared.
What you expected to happen or see:
I expected Comodo to not try to insert one group into another. I expected Comodo to just move the group below it.
How you tried to fix it & what happened:
The only fix is to reload a saved configuration or restore everything manually.

The problem is fully repeatable, every time. Open the File Groups window. Leave the list expanded. Drag a file group (not at the bottom of the file group list - it must be in the middle), and release the mouse over the contents (not group name) of any other group (releasing the mouse over the group name produces the intended function). Rather than moving the group, one of your groups will disappear.

This version was installed fresh. No prior version was on this computer.

This configuration was a heavily edited version of the default configuration that came with CIS5.
Other major changes to the default config (eg ticked ‘block all unknown requests’, other egs here. )
I completely deleted all default file groups?
Defense+, Sandbox, Firewall & AV security levels: D+= , Sandbox= , Firewall = , AV =
The bug presents itself regardless of these settings.

Administrator Account (well sorta)
