Cannot Delete

When I open it It goes to http://www.yahoo.com,
When I right click > properties it goes to my Internet Settings

It looks to be the built-in IE6 icon, renamed to www. rexcraft.com. Can it be deleted in Safe Mode? Do you have admin rights on the profile in question?
