The file in question is for when Dragon updates, but it now also used for Comodo Message Center checks when Dragon is installed.
I am not sure why it is on your system with only the Firewall installed. ???

“restart_helper.exe” is used to check for new available CMC messages, it is perfectly safe and does not send user information to the server.

What we want is to make it less intrusive and not have it trigger the firewall whenever it performs checks for new messages. We would be grateful if you could provide us with the firewall versions that you are using and any firewall settings that you have set.
