Question about D+ rules

I was wondering what access rights safe programs are given when “Create rules for safe applications” is disabled.

For example, if I enable “Create rules for safe applications”, Opera automatically gets a set of rules created which grant it access to everything except for my protected registry keys and files. With Adobe Reader, its rules are automatically created and everything is set to “Ask”.

If I have “Create rules for safe applications” disabled, are these programs given the same access rights? (So Opera is only restricted access to protected keys and files, and Adobe Reader is defaulted to “Ask” for everything?)

The reason I ask this is because I want to make sure I’m protected from PDF exploits. I fear that having “Create rules for safe applications” might somehow leave me unprotected from such attacks.
