Protection during boot of OS [RESOLVED]

Hi all,

when I boot my computer then there is a windows security center message for a short period of time that CPF is not avtive and that the computer is not protected.
I used other firewall before and I never got a similar message. Some firewalls blocked all network traffic while booting.

So my quetion is if my computer is not proctected untill all CPF services are being started and active?

Inbound defence is always active and there is an option in settings to block all outgoing connections whilst booting. However, the later option can slow your boot times quite a bit.
