Programs added to CSP even if 'create rules' is off

Problem description: Programs are added to Defence plus computer security policy (CSP) on reboot, even though ‘create rules for safe applications’ is off.

  • Step by step description to reproduce the issue: Please refer to screen shot. Remove any of the bottom 3 files on screenshot from computer security policy, reboot, look at computer security policy again, they have re-appeared
