Can’t the “Start a new Topic” button appear on all screens, and a little bit more prominently??!

Hi. I am a new Comodo user. I have spent hours searching the forums for answers to problems I’m having on a home network installation. I must say, I have spent the better part of the last hour looking for a way to start a new topic and I can’t figure it out! I guess I must be dense, but this is the first forum I’ve ever been to where I’ve had this problem! What is the secret? I need some help please.
