  1. Are you behind a router or similar device?
  2. Are you running an IRC client?
  3. What are your Global firewall rules?

  3. Block all incoming connections and make my ports stealth for everyone

Which version of Windows are you using, make and model of USB modem?

You could try blocking the connection specifically:

Action - Block
Protocol - TCP
Direction - In
Source Address - Any
Destination Address - Any
Source Port - Any
Destination Port - 113

Place this rule at the top of the list.

Update: In my case it was a result of a firewall of my ISP (www.play.pl). Zadra uses the same ISP so maybe it is the same reason in his case.
