Some applications constantly keep getting blocked by HIPS, despite unblocking them for all security components.
How do I permanently unblock an application from getting blocked by HIPS?

You need to check the HIPS event log to see why the application is still being blocked before you can make the necessary rule change.
According to HIPS events log:
applications are blocked
Action: Access Memory
Target: cistray.exe OR cis.exe
Just ignore it as it most likely is not preventing the application from working correctly. CIS only allows a few necessary applications for interprocess memory accesses of own processes as part of self-protection.
Thanx, that’s also my impression applications are only blocked from accessing CIS processes
