I used CIS to block an website but my little brother deleted CIS folder and uninstall CIS to bypass that. His account is Administrator ( I don’t want change to Users for many purposes). Please help me! Thanks a lot!
You can try enabling the Parental Contols. I am not sure it will extend to uninstalling though.

You mean to say even if password protection is enabled, CIS can be uninstalled.

I believe the password protection only applies to the internal functions and settings of CIS buit it wouild be good to extend this to uninstallation.

ALL little brothers around the world should be a non-administrator account! 
Seriously, this is the best way to control/limit what he can do on your system.
