Online Help Not Available

Apparently I have unknowingly blocked online help (such as the link “See What These Settings Do”. When ever I click on that link, I get the title page "HTML Help with a short menu on left side and the error message that “Internet Explorer cannot download. Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later.”

At first I believed the message (site down for maintenance) but surely not for 2 days.

Anyone have any ideas?
