No Block and Log?

I notice that the rules generated for system, svchost.exe, explorer.exe and BOC do not have a final Block and Log rule. Is this a bug or is there some logic that dictates that these do not require such a rule? I for one will be adding this rule to prevent incoming connection attempts unless I can be assured that it is unnecessary. (BOC does not really need it I guess)

I get the same thing for Comodo generated rules for all the applications. I think CFP provided the block and log and more focused rules for .13, but no more.

I see that the rule for CFP.exe has a Block and Log rule, so why not the others? They certainly had Block and Log in the last version - it makes me nervous! I mean, CFP.exe is much less likely to be the target of a connection attempt than svchost.exe.
