why I can not update the NEW versions CIS fans recently, my version :3-14-130099-587,

If you mean updating from CIS 3 to CIS 4, that process will not be available for a couple of weeks yet. You can only manually update currently by uninstalling CIS 3.x first and then installing CIS 4.
