How to I change the behavior of the “New Tab” so it opens the page I’m using as Home Page and not the default window with 8 white boxes.

This can be achieved adding an extension like the example below, just add the URL of your homepage to the extensions options.
dragon://extensions
Replace New Tab Page-Chrome Web Store
