With the new release CPF 2.3 do we need to download the full setup program and new LICENCE or update via the updater?

If you have the stable version you can download via the updater. If it is a beta you need to uninstall and reinstall the stable 2.3.
Either way you will not need a new licence as this will remain on your computer after uninstalling and be used on the next installation.

Just to let you know the stable release for CAVS should be 18th September, with a second beta version two weeks before.
