New network detected without any connection?

Why detect the Comodo FW a New Network-if my wifi and LAN adapter is inactive, and I don’t connect any network?

See the attached picture. No wifi and lan connection!

And the other problem: if I choose I am at Home (or work-no matter), sometimes the FW alert me again and again. I choose: home, and I see again and again the window.

That is a Link-local ipv4 address that gets assigned to a host when no other means of IP address assignment is possible. I.E. no dhcp server is available for automatic address assignment. See here: Link-local address - Wikipedia
