What does it mean if “State” column is empty for some connections? (not listeng, not establish just empty space there)

Is it possible to specify service responsible for connection? like Svchost.exe local port 49153 State - listen. What exactly is responsible for the connection since svchost.exe isn’t really telling you much is it? Or maybe I’m understing the whole thing wrong?
