Try uinstalling CIS and reboot. Don’t forget to export your configuration first to safe you the trouble of redoing all the rules you made.
Then use Comodo System Cleaner to clean up the registry. After that do the following:
Open Device Manager and set it to show hidden devices under menu option View. Then see if there are Comodo driver(s) left in non Plug and Play drivers. If so select the driver → click right → uninstall and reboot.
Now delete the following:
C:\boot.ini.comodofirewall (this file may not exist).
WARNING: Do not mistakenly remove the original “boot.ini”.
C:\WINDOWS\system32\drivers\cmdGuard.sys
C:\WINDOWS\system32\drivers\cmdhlp.sys
C:\WINDOWS\system32\drivers\inspect.sys
C:\WINDOWS\system32\guard32.dl
Now install CIS again. Does that help?
excuse for being long to answer, why is I am Brazilian and I didn’t take course to learn to speak English, then I had to lower a program to translate everything that you are telling me, of English for portugês and everything that I say for you of Portuguese for English, but… returning to the subject, I made all of the procedures that you recommended me to do and the problem continues…but it didn’t exist those files:
C:\boot.ini.comodofirewall
C:\WINDOWS\system32\drivers\cmdGuard.sys
C:\WINDOWS\system32\drivers\cmdhlp.sys
C:\WINDOWS\system32\drivers\inspect.sys
C:\WINDOWS\system32\guard32.dl
and my situation stays:

What Service Pack is installed on your XP? CIS supports XP SP2 and higher.
You said you were using v 3.9.76924.507. The current version is bla.509. Please run the program updater to update CIS. Go to Miscellaneous → Check for updates. This is a process with two steps. You will have to run the updater twice.
By the way, you are doing well with your English.
My Service Pack is the 2, I Made what you asked me but don’t have updatings:
