Manage my configurations doesn't work

I exported settings for all 4 files under export.
Today I installed fresh XP and I was hopping to import my old settings. After importing settings message sad that import was successful, but no changes happened.
My firewall was on safe mode, and in saved settings it was custom policy mode.
No network security policy was imported.

1. CPU Athlon 64 X2 4600+
2. Windows XP pro, service pack 3, 32 bit
3. CIS 3.8.64263.468
4. Antivirus - default settings
5. Firewall - custom policy mode
6. Defense+ - clean PC mode
7. Administrator account

Just a small question. Did you go to Manage my Configuration > Select and select your original exported configuration after importing it?

I can’t remember now.
I exported all 4 configurations, and then after installing new XP and CIS I tried importing all 4 configurations one by one.

Maybe I messed up. It was my first time trying to restore configurations.
