btw cis has an detection rate of 100% with d+ ,when cis is controled by advanced users

Still it is important because users who will let their systems scan as part of the installation of CIS and who put CIS in Clean PC mode need to protected as well.

Of course I agree those who seek the ultimate in protection do need to move to Proactive Security with full blown Defense + (HIPS).
