Malware Getting Past Format / Delete MBR with format?

So my question is, when you format does it delete the MBR and make a new one? If not, is there any way too?

MBR - Master Boot Record, created when the drive is partitioned. I don’t believe a reformat will change that, as it contains the code necessary to boot from the drive. If you really desire to remove it, just remove the partition and then put a new partition in its place.
That will create a new MBR.
