Loopback with v.3

Due to lack of free time and being somewhat apprehensive about
testing a beta especially with Defence + , please advise whether
v.3 will have the same skip loopback options as currently in v. 2.4.

My question is due to this post at Wilders :-

What I mean is will there still be the ‘Skip loopback (127.x.x.x)
TCP connection’ option in version 3 ?
Important to me as I am using a local proxy (Proxomitron)

BTW… where can I find out more about version 3 - without having to test the beta 3 ?
