Long boot up time when defense+ is avtivated

I’m running a Vista pc with CFP3 .

Since the time I installed CFP3 the bootup time shot up to almost 10 minutes. On checking the application log, I found the following error

“Failed extract of third-party root list from auto update cab at: http://www.download.windowsupdate.com/msdownload/update/v3/static/trustedr/en/authrootstl.cab with error: A required certificate is not within its validity period when verifying against the current system clock or the timestamp in the signed file.”
Event id 11 source CAPI2.

The cause for this error was http://technet2.microsoft.com/windowsserver2008/en/library/7c1e9c0b-750d-47a5-8aca-18d5ef35b2571033.mspx?mfr=true

Since it was a matter of permissions, I guessed it had something to do with Defense+. I disabled Defense+ and my PC begun booting up pretty quickly again.

How do I configure CFP to allow changes to be made to this %userprofile%\AppData\Local\Temp directory?
