Local Environmental Variable Support???

is there any support for local environmental variables such as %userprofile% and such? This would be fantastic for those of us who would like to have one script that we can give to multiple people to essentially do the same thing. This brings a powerful level to scripting. I have attempted to edit a .cbs file to direct to %userprofile% and also tried a .txt script but neither seem to do anything when launched. Am i simply doing it wrong or is this support not built in quite yet? i will include an example to show you what i mean.

Script- /backup_operation /type filesandfolders /source “%userprofile%\Local Settings\Application Data\Microsoft\Outlook” /syncsimplecopy 10080 /inclusionfilter “*.pst” /destinationtype destinationtypediskfile /destinationpath "U:" /diskusage high /processorusage normal
