Is there a way to add a predefined rules to sec.policy?

Now when I try to do that the rules totally replace all old rules
That is right behaviour and I like it but sometimes I need add some rules to the existing security policy and I have to build new rules again.

The only way to do this is to go down deep in the registry, and script some stuff to make that happen.
Not every easy and high risk of breaking functionality.
